Systematic Problems with Military Death Investigations Span Decades

While I am submitting for the record a brief summary of my findings from the study of approximately eighty cases of unattended, non-combat military deaths, there are several specific things I need to say. First, I am repeatedly asked if I believe that the problems I have identified in the study of unattended deaths are systemic throughout the military.

My answer is yes.
